The Alcohol and Gaming Commission of Ontario fined Betty Gaming CA$120,000 after an investigation found weaknesses in the operator’s age-verification and player-eligibility systems that allowed underage users to create accounts, deposit money and gamble on its online casino.
Nine people under the age of 19 were able to do all three. Another 14 underage users created accounts but did not fund them or place wagers.
Betty notified the regulator in November 2025 after identifying the vulnerability itself, according to the reporting. Dr. Karin Schnarr, the AGCO’s chief executive and registrar, said the legal age requirement is “one of the most basic and important safeguards” in Ontario’s regulated gaming market. She said registered operators are responsible for making sure their systems work before they go live.
The company was found to have breached section 3.01, requirement 1(a), and section 3.04 of the Registrar’s Standards for Gaming. Those rules bar operators from allowing underage people to create accounts or access gambling services, and require player information to be collected, verified and validated before an account is established. Ontario online gambling is limited to players aged 19 and over, although 18-year-olds may buy lottery products online.
Betty has 15 days to appeal. World Casino Directory said any challenge would go to the Licence Appeal Tribunal, an independent body within Tribunals Ontario and separate from the AGCO.
The penalty fits a broader enforcement pattern in Ontario’s regulated private market, which launched in 2022. In January, AGCO fined FanDuel Canada $350,000 over 144 table tennis bets it said were suspicious and not properly reported. In May, it fined Relax Gaming and Arrise Solutions $40,000 each after Ontario residents were able to access unregulated gambling content.
